The Ibach Community Involvement Organization (CIO) is one of six residential CIOs located in separate geographical areas of Tualatin. The map below shows the outline of our neighborhood – Ibach.  Ibach CIO includes established neighborhoods and the newly annexed portion of Basalt Creek. Our membership is open to all who reside or own property in this area. The Ibach CIO Board of volunteers supports members by working with the City of Tualatin and other government agencies when questions, ideas and/or complaints are brought to our attention. Our focus is on community safety, livability, equity and a sense of community.

Dear Owner, Developer and Design Group:
I hope this message finds you well. I’m writing on behalf of neighbors in the 103rd and Ibach area of Tualatin regarding the proposed development at that location.
At our CIO Annual Meeting on April 22, 2025, which was attended by nearly 100 neighbors, the proposed development project at 103rd and Ibach Street was a major topic of discussion. After reviewing the publicly available Predevelopment Narrative, Site Data, and Site Plan, many residents voiced deep concern about how the proposal aligns with the fabric of our long-established neighborhood.
Your website states, “When we start a project, our community is the first thing on our mind.” We truly appreciate that approach. In that same spirit, we’d like to share collective feedback with the hope of fostering a design that works for both your team and the community that has called this area home for decades.
Key Concerns & Requests:

Neighborhood Character: For over 25 years, this area has been composed of single-family detached homes. The introduction of townhomes represents a significant departure from that character. Several neighbors have already reported diminished buyer interest in nearby properties due to concerns over the proposed scale and style.

Street Layout: We strongly urge a single curb cut on Ibach Street, allowing the townhomes to face inward. This change would preserve on-street parking, reduce traffic along 103rd, and create a more cohesive and quieter streetscape—aligned with the rest of the neighborhood.

Privacy & Buffering: A surrounding fence—preferably brick or stone—paired with intentional landscaping would help buffer noise, maintain privacy, and uphold the peaceful feel of the area.

Garbage & Parking Placement: Locating garbage collection and side-by-side parking at the front of the development (toward Ibach) would limit noise and activity near existing homes and improve the site's integration with its surroundings.

Overflow Parking: Nearby streets, many of them cul-de-sacs, already face parking limitations. There is concern that Ibach Park may unintentionally serve as overflow parking, which is not allowed and could create safety and community use issues.

Design & Maintenance: Neighbors are also curious about several design details:

Will architectural styles complement existing homes?

Will an HOA be established to ensure long-term maintenance?

What does the long-term maintenance consist of?

Would you consider restricting townhomes to owner-occupied units?

Are there plans to preserve mature trees on site?

What is the broader landscaping plan?

Stormwater Management: We ask that stormwater retention be placed underground rather than at the corner of the site. This would free up space for guest parking or additional green space while still fulfilling drainage needs.
Please know that our community is not opposed to growth. We simply want the evolution of this property to reflect the values and character of the neighborhood we've built together. With thoughtful design adjustments and continued collaboration, we believe a solution can be achieved that meets both your development goals and our community’s needs.
